Supply conditions remain constrained. The Ministry of Ecology and Environment set the 2026 national production cap for third-generation HFC refrigerants at 797,800 tonnes, strictly limiting supply-side elasticity. Chuangfu Chemical reported that rigid production quotas and low supply chain inventory levels forced R134a prices to maintain record-high levels through early August.

Demand-side pressure has also contributed. ChemNet reported that strong demand from the new energy vehicle sector and high-capacity cold chain logistics utilisation drove persistent refrigerant shortages.

Claight market monitoring shows that upstream raw material costs for fluorspar and hydrofluoric acid rose throughout the year, establishing a higher price floor for R134a production. China Report noted that manufacturers prioritised long-term contract fulfilment and exports, leaving spot market supply tightly constrained during the summer peak season.
